The Hard SCORM Authoring tool V 1.0 is developed by MINE Lab, Tamkang University, Taiwan. This project is supported by the National Science Council, Taiwan, and the Institute for Information Industry, Taiwan. Instruction designers may use this tool for courseware design, and use the SCORM-compliant LMS for courseware presentation.

Web Service Wizard
Setup multiple servers for requiring the web services
Testing the existence of web services
Searching for reusable learning objects remotely
Uploading the PIF to different LMS servers
Downloading the PIF from different LMS servers
Metadata Searching Engine
Allow users to precisely search for learning objects for reuse
Search criteria has the same definition as the metadata
Sequencing Testing Mode
Avoiding the unexpected sequencing setting.
4 sequencing control modes are tested: Choice, ChoiceExit, Flow, and Forward Only.
Visualization in Sequencing Testing Mode:
Red: the activity which will cause “Blocking”
Yellow: the activity which is “Unreachable”
In the Sequencing Testing Mode, the operations for aggregation can be done normally.
After downloading the setup file, you can first unzip the file, and then install the program (since the program is written in C#, so the .Net framework is needed for the successful setup). A user manual of the authoring tool is also included in the tool, and I think this will be great help for you to understand the instructions of using the tool.
