I just started looking at SCORM for a project at work. I was trying to figure out how the manifest and meta data documents work for SCORM compliance? Do I need a 1 meta data document for my whole LMS or do I need 1 meta data document per HTML page that my XSLT 2.0 style sheet creates? Then is there just 1 master manifest when all is said and done? Any help would be great, I am tired of looking at SCORM rules, that give no real answers.

A SCORM package (which is a .zip file) holds several SCO modules. You only need one manifest file per SCORM package, and that one manifest file (imsmanifest.xml) holds information on every resource (file) in the package, and which resources get used by which SOC modules. It also contains the sequencing information, and a bunch of other information.

There is one manifest per content package. The amount of metadata files you create for your package depends on the requirements of your customer. Some entities prefer only sco-level metadata while others require asset-level metadata. I can provide you with some examples and make them available for download on this site. I still didn't see any good real world examples of a manifest document on either of these websites. I would think there would be a good example of a manifest with comments too help walk you through creation.

Metadata file: one for the overall package would be nice to provide all describing features of the course package. From that point, 1 metadata file for each SCO would provide another level of detail. To take it to a third step and provide 1 metadata file per resource/asset, would be the lowest level of granularity. This is all dependant upon the requirements set forth by the content owner for the level of detail of needed for lifecycle maintenance.

Reload Editor has a gui to interface to the packaging/sequencing/navigation using basic drag n' drop methods.

First open the basic content examples to get an idea of how the Organization Items are used as the SCO with launchable items.
