Hi - apologises am a total newbie to SCORM, are there any off the shelf apps out there that allow you to package scos online?
We have built a custome built LMS website that we want users to be able to upload their scos to and have a facility where they can package the scos and play the result via the LMS.
Is there anything out there that would help with this?

So, are you just looking for something that zips up the pre-built content or are you wanting a full on elearning content development environment that is all web based? These are very different items (the latter being the most difficult).
Maybe it would be easier to steer your customers to a free high quality desktop development environment like the Microsoft Learning Content Development System (LCDS):

This is a very nice development system, is free, and publishes to several formats including SCORM.
