My boss has asked me to find the compliance requirements for each level of SCORM?? I've read pages and pages of literature and find no reference at all to compliance levels. The closest thing I've gotten is the AICC levels. Does anyone know if this is basically the same, or if SCORM even HAS levels of compliance? The feeling I get is that the compliance is based on what type of product you plan to deliver... Help?

Hi Barbara,

Since the current version is at a stable state, SCORM 2004 does't have different levels of certification for the Run-Time Environment as was the case with SCORM 1.2 and AICC. The previous version left several optional aspects to be implemented whereas with SCORM 2004 everything is mandatory. However, there is a difference between a SCORM 2004 conformance terminology. The terms “compliant,” “conformant” and “certified” are used throughout the ADL
Community in different contexts. ADL avoids using the term “SCORM compliant” in
favor of “SCORM conformant,” even though e-learning experts often use the terms
“SCORM conformant” and “SCORM compliant” interchangeably. The reason for this
distinction is that the term “compliant” means “to meet requirements,” but “conformant”
means “to follow a standard or specification,” such as SCORM. The term “conformant”
should be used when describing a product that follows the SCORM 2004 specifications.
A “SCORM conformant” product is defined as a product that has passed the SCORM
Conformance Test Suite (Self Test), which indicates that the product conforms to the
latest version of SCORM specifications as outlined in the SCORM Conformance
Requirements. Anyone whose products pass the SCORM Conformance Test Suite can
claim to be SCORM conformant.

A “SCORM certified” product has been independently tested by one of the ADL
Certification Testing Centers and upon passing the SCORM Conformance Test Suite,
becomes “ADL certified.” ADL certification assures consumers of distributed learning
content and systems that certified products have successfully implemented SCORM
specifications.

From a technical standpoint, an “ADL certified” product is no different than a “SCORM
conformant” product. The key difference is that “ADL certified” products have been
independently tested not by the LMS vendors or content creators themselves, but by the
independent ADL Certification Testing Centers.

Under SCORM 1.2, LMSs had three levels of comfromance; LMS-RTE1, LMS-RTE2 & LMS-RTE3. Under SCORM 2004 (1.3) these went away. Sharable Content Objects (SCOs) have always had one "level" of conformance because all a SCO needs to do to be conformant is initiate and terminate communications with the LMS. The differences in LMS levels under 1.2 had to do with the number of optional data elements the LMS supported.
